The PMAY-G permanent wait list ranks eligible rural households in each gram panchayat. Every year, houses are sanctioned from the top of that list until the panchayat’s target runs out. Your rank depends first on how poor your housing is, then on a family deprivation score, so being on the list makes you eligible but does not mean your house is sanctioned.

What the permanent wait list is

The Framework for Implementation of PMAY-G defines who can be on the list. It covers households that are houseless or live in a zero, one or two-room house with kutcha walls and a kutcha roof, as recorded in SECC 2011, after the exclusion filters. More households are added from the Awaas+ lists.

A system-generated list for each panchayat goes to the gram sabha for checking. After complaints and appeals, the final list, with a distinct rank for every household, goes up on the panchayat notice board and the PMAY-G website.

How your rank is decided

The framework sets several layers of priority, applied in this order:

4Deprivation score.Five SECC parameters carry equal weight, and a higher score means a higher rank.
5Tie-break by the gram sabha.Where scores are equal, the gram sabha applies the preference list set out further down.

The five scoring parameters are:

  • no adult member aged 16 to 59;
  • a female-headed household with no adult male aged 16 to 59;
  • no literate adult above 25 years;
  • a member with a disability and no able-bodied adult;
  • a landless household earning most of its income from manual casual labour.

For ties, preference goes to households with widows or next of kin of defence, paramilitary or police personnel killed in action. Next come households with a member suffering from leprosy, cancer or HIV, then households with a single girl child, beneficiaries under the Forest Rights Act, 2006, and transgender persons. If none of these apply, the gram sabha decides and records its reasons.

Who is filtered out in the new phase

Households with a pucca roof or pucca walls, or more than two rooms, are removed first. After that, a household is excluded if it meets any one of these 10 conditions:

  • owns a motorised three or four-wheeler;
  • owns mechanised three or four-wheeler farm equipment;
  • holds a Kisan Credit Card with a limit of ₹50,000 or more;
  • has a member who is a government employee;
  • runs a non-farm enterprise registered with the government;
  • has a member earning more than ₹15,000 a month;
  • pays income tax;
  • pays professional tax;
  • owns 2.5 acres or more of irrigated land;
  • owns 5 acres or more of unirrigated land.

With its approval on 9 August 2024, the Cabinet dropped the old conditions on two-wheelers, mechanised fishing boats, landline phones and refrigerators. It also raised the income limit from ₹10,000 to ₹15,000 a month.

Annual targets and how sanctions follow the list

The Ministry gives each state a yearly target. The state splits it by category across districts. Each panchayat’s Annual Select List then starts with the top-ranked households on the approved wait list and stops at that year’s target. Someone lower down simply waits for a later year’s target.

Before a sanction order is issued, the household’s bank account, nominee and MGNREGS job card number must be entered on AwaasSoft. The sanction order carries a PMAY-G ID and a QR code. The house is allotted in the woman’s name or jointly with her husband, except for a widower, an unmarried or separated person, or a transgender person.

Besides the unit assistance, beneficiaries get 90 or 95 days of unskilled wages through MGNREGS and ₹12,000 for a toilet, according to the Ministry. The Centre and states split the cost 60:40, or 90:10 for North Eastern and Himalayan states.

Finding your position village-wise

The PMAY-G portal is now at pmayg.dord.gov.in. To see your panchayat’s ranked list:

  1. Open the PMAY-G portal and look under Most Often Used Services.
  2. Click “Panchayat Wise permanentwait List”.
  3. Choose your state, then narrow the filters down to your gram panchayat.
  4. Find your name in the list for your category (SC, ST or Others) and note your rank.
  5. To check sanction or instalments, use “IAY/PMAYG Beneficiary” under Stakeholders, or the Installment Details report.

Your gram panchayat office should also have the printed list.

If your name was removed or is missing

The gram sabha can delete a household that was included on wrong facts. It can also delete one that has since built a pucca house, got a house under another government scheme, migrated for good, or died with no successor. The reasons must go into the gram sabha minutes, so ask for a copy.

A household that has migrated for a while or cannot be traced is moved to the end of the list by gram sabha resolution, not deleted. Households unwilling to build are removed through the Remand Module. If an eligible household was wrongly deleted, the state can send a restoration proposal to the Ministry.

If you were never on the list, use the Awaas+ 2024 survey. Its app supports assisted surveys by registered surveyors and a self-survey option, with Aadhaar-based face authentication. The survey is still running in some states: the portal lists a circular dated 10 September 2026 giving extra time to finish it. Ask your block office whether your state’s survey is open.

One more rule: if your area becomes part of an urban or industrial authority, you stay eligible only if your house was sanctioned before the change.

Appeal to the gram sabha and appellate committee

  1. Watch for the verified list. The Block Development Officer, or another official the state names, must display it in the panchayat for at least seven days.
  2. File a complaint within the next 15 days if your name was deleted or your rank changed without due procedure. Give it to the village-level official the state has named, or directly to the competent authority.
  3. The competent authority enquires and sends a report to the district appellate committee within a time the state fixes.
  4. The committee has three members: the District Magistrate or a nominee as head, another official and at least one non-official member. It decides within a period the state fixes.
  5. Once all appeals in the panchayat are decided, the final ranked list is published.

Frequently asked questions

Does a name on the PMAY-G waiting list mean my house is sanctioned?

No. It means you are eligible. Houses are sanctioned in rank order up to each year’s panchayat target, so a lower rank means a longer wait.

Why did a family ranked below me get a house first?

SC, ST and Others have separate lists and separate targets. A family on another category’s list can be sanctioned while your category’s target for the year is already used up.

How much money does a PMAY-G beneficiary get?

₹1.20 lakh in plain areas and ₹1.30 lakh in North Eastern and hill states. On top of that come MGNREGS wages for 90 or 95 days and ₹12,000 for a toilet.

Does owning a bike or a fridge disqualify me now?

No. The Cabinet removed motorised two-wheelers and refrigerators from the exclusion list in August 2024. A motorised three or four-wheeler still excludes you.

How can I get added to the PMAY-G gramin list?

Through the Awaas+ 2024 survey, either with a registered surveyor or by self-survey in the Awaas+ 2024 app. Once verified, your household can be added to the wait list.

Where do I complain if my name was deleted?

To the competent authority, usually the BDO, within 15 days after the list’s seven-day display. After that, the district appellate committee decides.
