If your plot’s boundaries are unclear or disputed, apply to the tehsil or land records office for demarcation. A government surveyor measures the land against the village map and records the result in a report, after the neighbours are told. Fees and timelines depend on the state: South Delhi charges ₹50 and lists 15 days, and Haryana says agricultural land now costs ₹1,000 to demarcate through its portal.
Key facts
| State | Where to apply | Fee and time (where published) |
|---|---|---|
| Maharashtra | e-Mojni portal of the Land Records Department | Fee depends on area and urgency class: regular, urgent, very urgent or extremely urgent |
| Haryana | Demarcation portal; also listed on Saral as “Demarcation of Land (Nishan Dehi)” | ₹1,000 for agricultural land, per the state; survey by rover and GPS |
| Punjab | Land Demarcation System on the Revenue Court Management System portal | Fee shown when you apply |
| Uttar Pradesh | Sub-Divisional Officer, under Section 24 of the U.P. Revenue Code, 2006 | Demarcation within one month of the order, under December 2025 High Court guidelines |
| Delhi (South district) | Tehsildar | ₹50 by challan; 15 days |
Other states follow their own land revenue laws and fee schedules. The local tehsil or land records office will tell you the current rate.
When you need demarcation
- A neighbour has built or fenced over what you think is your land.
- You are buying a plot and want its boundaries fixed on the ground before you pay.
- The family is partitioning land and each share needs clear marks.
- A bank, builder or court wants a measured plan.
- Old boundary stones have gone missing, or the land was never marked after consolidation.
Demarcation fixes where the lines on the official map fall on the ground. It does not decide who owns the land; that comes from the record of rights and the deeds. Check those first: our guides to Maharashtra land records and UP khatauni show how.
Where to apply
Land records and survey work sit with the state revenue or land records department. The Department of Land Resources funds survey and resurvey work under the Digital India Land Records Modernisation Programme (DILRMP), but demarcation for one plot is a state service. In practice you apply to one of these:
| Item | Details |
|---|---|
| Tehsildar or circle revenue officer | in Haryana, Punjab and Delhi. In Haryana the kanungo prepares the demarcation report. |
| Sub-Divisional Officer (SDO) | in Uttar Pradesh for a boundary dispute under Section 24. |
| Taluka or city survey office of the Land Records Department | in Maharashtra, through e-Mojni. |
Documents and fees
Most states ask for the following:
- the latest record of rights, such as the jamabandi, khatauni or 7/12
- the village map extract (shajra or tatima), and any map from consolidation
- identity and address proof
- the plot numbers of the land and its neighbours
- the fee receipt or challan
Haryana’s Saral listing asks for the jamabandi in PDF, the tatima or aks shajra, identity and address proof, and the map prepared during consolidation. Punjab’s online form asks for the jamabandi year, khewat, khatauni and khasra numbers, and an application of up to 200 KB. In Uttar Pradesh, the application under Rule 22 of the U.P. Revenue Code Rules, 2016 must give the gata details, a current khatauni and the adjoining gata numbers, with a challan for the fee; Legal Wires puts that fee at ₹1,000.
Only the recorded owner can apply in South Delhi, unless a court orders the demarcation.
Notice to neighbours and the survey day
- Apply online or at the office with the documents above and pay the fee.
- Note the application or register number. In Maharashtra, e-Mojni gives the measurement register number, the survey date and the surveyor’s name and mobile number.
- Give the names of the adjoining holders and any co-holders. The e-Mojni form asks for both.
- Wait for the office to notify the neighbours. In Uttar Pradesh, the SDO must issue notice to all parties with a hearing date not more than 15 days away.
- Be present on the survey day with your papers, and ask your neighbours to attend.
- Watch the surveyor measure from fixed points on the village map and place boundary marks.
- Sign the field record or site memo if you agree with it, and note any objection in writing on the spot if you do not.
The method is changing. Haryana says its portal replaces the old chain (jarib) method with rover and GPS measurement.
The demarcation report
After the survey, the surveyor files a report with a sketch showing the measured boundaries, the marks placed and any encroachment found. In Haryana, the kanungo prepares the report and the circle revenue officer accepts or rejects it. The state dashboard showed 15,511 demarcation requests when we checked. It also shows cases auto-rejected when payment was delayed beyond 15 days, so pay any balance fee on time.
Ask for a certified copy of the report and the sketch. You may need them if you go to a revenue court or civil court, and they help when you check a property’s legal papers before buying.
Disputes after the survey
If a neighbour does not accept the result, the route depends on the state law.
| Item | Details |
|---|---|
| Uttar Pradesh. | The SDO decides the boundary under Section 24 and can restore possession to a person wrongly dispossessed. An appeal lies to the Commissioner within 30 days. In Meena Devi v. State of U.P. (18 December 2025), the Allahabad High Court said demarcation should be done within a month of the order. Filing an appeal does not stop enforcement unless a stay is granted. The SDO must also ask the police for help where resistance is expected. |
| Maharashtra. | Record corrections and appeals against land record changes go up the Land Records Department hierarchy. The PRATYAY portal accepts revision and appeal filings online. |
| Everywhere. | A question of title, as opposed to where the line falls, goes to the civil court. |
For a serious encroachment or a title dispute, a local revenue lawyer can advise which forum to use.
Frequently asked questions
What is land demarcation?
It is the official measurement of a plot against the village or city survey map, with boundary marks placed on the ground and a written report.
How do I apply for land demarcation?
Apply to the tehsildar, SDO or land records office with your record of rights, the map extract and the fee. Several states, including Maharashtra, Haryana and Punjab, accept applications online.
What is the fee for land demarcation?
It varies by state. South Delhi lists ₹50, Haryana says ₹1,000 for agricultural land, and Maharashtra’s fee depends on area and urgency.
How long does demarcation take?
South Delhi lists 15 days. In Uttar Pradesh, High Court guidelines ask for demarcation within a month of the SDO’s order.
Can I get my land measured by a private surveyor?
You can, for your own planning. For a dispute or official record, the report of the government surveyor is the one revenue offices act on.
Does demarcation decide ownership?
No. It fixes boundaries on the ground. Ownership rests on the record of rights and registered deeds, and title disputes go to the civil court.
What is e-Mojni?
It is Maharashtra’s online system for land measurement applications. It shows the survey date, the surveyor’s name and mobile number, and the case status.
