Why the undertaking is mandatory
UGC’s guidelines say that, under the second amendment to its regulations, each student and every parent must submit the online undertaking every academic year. Colleges must add a mandatory “Anti-Ragging Undertaking Reference no” column to their admission forms. Many ask for it before they confirm admission or a hostel seat.
Earlier, students downloaded a PDF affidavit, printed it and signed it. The revised procedure replaced that with an email that the student forwards to the college.
Details to keep ready
| Item | Details |
|---|---|
| Your details | first name, surname, mobile number, email, gender, city, state and nationality. |
| Parent or guardian details | name, phone, email, city, state and address. |
| College and course | the state where your college is, the college name, the director’s name, the college phone number, UG/PG/Diploma, course name, class size, current year of study and the nearest police station to the college. |
Create an email address before you start if you do not have one. The site says that if you have no mobile, you can give a classmate’s number. If your parent has no phone or email, you can give a relative’s or neighbour’s.
Step-by-step online submission
- Go to antiragging.in and click Fill Undertaking.
- Read the instructions, then choose your institution type: College (affiliated to a university), Standalone Institution (such as a nursing or teacher-training institute) or University (courses run directly by the university).
- Fill in Student’s Details.
- Fill in Parent / Guardian Details.
- Select your college’s state, then your college, then fill in the college and course details.
- Tick the confirmations under UGC Regulations. The links to the regulation abstract and the Supreme Court judgment summary are on the form.
- Answer the short confidential survey. The site says your college only learns that you took part.
- Recheck your email and mobile number, tick the confirmation box and click Submit Form.
- Note the reference number shown on screen.
- Open the email from antiragging.in with your registration number and forward it to your college’s nodal officer.
Colleges must display the nodal officer’s email and phone number on their website and around campus. Check there, or ask the admission office.
What the student and parent undertakings say
The form produces two documents: the Student’s Anti-Ragging Undertaking and the Parent’s Anti-Ragging Undertaking.
Student
On the online form, you confirm that you have read the UGC regulations and the Supreme Court’s judgment on ragging. You also promise:
- not to rag anyone or tolerate being ragged;
- that if you are accused of ragging, the burden is on you to prove you are not guilty;
- not to stand by as a spectator, and to report ragging to the principal or the helpline.
The undertaking format in the 2009 regulations adds that you accept punishment if found guilty. It also declares that no institution has expelled you or barred you from admission.
Parent or guardian
The parent declares that they have read the law and the regulations, assures that their ward will not rag anyone, and accepts that the ward can be punished if found guilty.
Punishments listed in the regulations
An institution’s anti-ragging committee can impose one or more of these:
- suspension from classes, or withholding of scholarships and results;
- suspension or expulsion from the hostel, or cancellation of admission;
- rustication for 1 to 4 semesters, or expulsion;
- a fine of ₹25,000 to ₹1 lakh.
Downloading, printing and submitting to the college
To download a copy, click Download Undertaking on antiragging.in and enter your reference number, email and mobile number. Printing is optional under the revised procedure. Still, some colleges ask for a printout or the reference number on their admission form, so follow your college’s instructions.
If you are also arranging fees, our guides to education loans and education loan options list the documents lenders ask for.
Fixing errors and resending the email
| Item | Details |
|---|---|
| No email received | check spam first. Then use the Verify Undertaking option on the Fill Undertaking page with your registered email to retrieve the details. |
| Wrong email or mobile | the site warns you to recheck both before submitting. It does not describe an edit option, so if you cannot retrieve your record, submit a fresh undertaking with correct details and forward the new email. |
| College not listed | colleges must update their details on the portal each year. Ask your college’s nodal officer, or write to helpline@antiragging.in. |
If you face ragging, call 1800-180-5522 at any hour or email helpline@antiragging.in. You can also contact the UGC monitoring agency, Centre for Youth, at antiragging@c4yindia.org.
