The Income Tax Department has introduced Form 141 as a unified challan-cum-statement under section 393(1) of the Income Tax Act, 2025. This single statement consolidates all PAN-based tax deduction at source reporting starting from Tax Year 2026–27. The new filing process replaces earlier forms 26QB, 26QC, 26QD, and 26QE for taxpayers deducting tax for resident deductees.
| Schedule | Transaction Category | Table Serial Number |
|---|---|---|
| Schedule A | TDS on rent paid by an Individual/HUF | Table Sl. No. 2(i) |
| Schedule B | TDS on transfer of immovable property | Table Sl. No. 3(i) |
| Schedule C | TDS on payments made by an Individual/HUF to contractors or professionals | Table Sl. No. 6(ii) |
| Schedule D | TDS on transfer of Virtual Digital Assets (VDA) by an Individual/HUF | Table Sl. No. 8(vi) |
Transactions Covered Under Form 141
Form 141 combines four previously separate PAN-based reporting forms into one framework under section 393(1). Taxpayers previously submitted Form 26QB for property purchases, Form 26QC for rent payments, Form 26QD for payments to contractors, and Form 26QE for virtual digital assets under the Income Tax Act, 1961. The new form consolidates these categories into four distinct schedules on the e-Filing portal. Each Form 141 can report only one transaction category at a time. Buyers or tenants must submit a separate form for each distinct schedule. When making property transactions, buyers should review Property Tax in India: Rates, Rules and City Portals to understand broader compliance obligations.
Filing Rules and Deductee Classification
The unified form applies exclusively to taxpayers making payments to resident deductees. Filing occurs post-login on the e-Filing portal through the user’s PAN account. Starting from Tax Year 2026–27, the portal groups all PAN-based payment options under a single unified tile inside the e-Pay Tax section. Users must select the deductee type as either Corporate Deductee or Non-Corporate Deductee before entering transaction details. A single form can contain multiple deductees if all deductees belong to the same category and share the same deduction month. If deductees span both corporate and non-corporate categories, the deductor must file separate forms for each group. Filer profiles pre-fill automatically, but taxpayers must verify their active PAN status and maintain linked PAN-Aadhaar records. Tenants managing rental payments can also refer to Rent Agreement: Rules Format for documentation context.
Step-by-Step Reporting Procedure
Taxpayers begin the filing process by logging into the e-Filing portal and opening e-Pay Tax under the e-File menu. Selecting the New Payment option opens the Form 141 payment tile under the Income Tax Act, 2025. After choosing the deductee type, the portal displays the deductor particulars screen where users enter the Tax Year of Transactions, Month Of Deduction, and the applicable schedule. For Schedule A rent reporting, filers enter the property address, tenancy period in months, and details for all co-tenants and landlords. The system auto-calculates the tax amount based on the entered rate or lower deduction certificate under section 395(1). After reviewing details on the preview screen, the deductor completes the payment to generate a Challan Receipt (CRN).
