The Karnataka Housing Board (KHB) sells sites and houses in its layouts through notified schemes. You apply online at khb.karnataka.gov.in and pay a non-refundable registration fee plus a refundable initial deposit. Eligible applicants then go into an e-lottery. If you win a site or house, you pay the balance on schedule, and KHB executes the sale deed once the full amount is paid.

How KHB schemes are notified

KHB develops layouts across the state and announces each project, or leftover plots in an older one, with a public notice on its website. The notice lists the number of units by category, the registration fee, the initial deposit, the price or rate, and the dates to apply. Recent notices show the range:

Project Category Registration fee Initial deposit Price
Suryanagar Phase 2 extension, Rajapura, Bengaluru Urban (sites; notice of 4 December 2025) EWS ₹300 ₹50,000 ₹1,565 a sq ft
LIG ₹500 ₹1,00,000 ₹3,100 a sq ft
MIG ₹1,000 ₹2,00,000 ₹3,125 a sq ft
HIG-I ₹1,500 ₹2,50,000 ₹3,150 a sq ft
HIG-II ₹1,500 ₹3,00,000 ₹3,150 a sq ft
Houses in Vijayapura district layouts (notice of 5 August 2026) LIG ₹500 ₹10,000 ₹18 lakh to ₹24 lakh
MIG ₹1,000 ₹40,000 ₹20 lakh to ₹28 lakh
HIG ₹1,500 ₹50,000 ₹32 lakh

Each notice has its own figures, so read the one for your project. The Rajapura window ran from 6 to 31 December 2025, and its e-lottery was held on 17 September 2026. The Vijayapura window ran from 11 to 31 August 2026.

KHB also sells some properties in other ways. Corner and intermediate plots and commercial units are sold by e-auction; buyers pay 25% and then 75% online. Some unsold units are offered first come, first served through a separate link on the home page.

Eligibility and categories

ItemDetails
Residenceyou must have been an ordinary resident of Karnataka for at least 10 years before applying.
No other allotmentupload a notarised affidavit that neither you, your spouse nor your minor children hold a flat, house or site from KHB or any other local body or authority.
EWSEconomically Weaker Section sites in the Rajapura notice were priced at a 50% concession. You must upload a tahsildar’s income certificate showing family income up to ₹2,00,000 a year in urban areas or ₹1,20,000 in rural areas.
Category reservationsKHB applies its reservation roster before the draw. In the Rajapura and Vijayapura notices, all applications then went into a single e-lottery rather than separate draws by category.

LIG, MIG and HIG are unit-size bands, and the notice sets which you can apply for.

Application and deposit

  1. Open khb.karnataka.gov.in and read the notice and layout plan for your project.
  2. Under Online Services, choose Online application for allotment and pick the project.
  3. Fill in your details and category, and upload the affidavit and any income certificate.
  4. Pay the registration fee and initial deposit by e-payment; cash and DD are not accepted.
  5. Save the acknowledgement and check the payment under “Initial deposit payment status”.

For e-payment problems, write to support@khbepay.com. For application issues, call 080-22273511 (extension 347) or 7975722878.

Allotment list and refunds

After the window closes, KHB posts a provisional list of eligible and ineligible applicants, then a final list, then a lottery schedule. The allottee list is published on the home page under News & Events, named by project and draw date, for example “Lottery allottees list for Suryanagar Ph-II extension Rajapura project held on 17-09-2026”. Search the PDF for your application number or name.

If you are not allotted, or you withdraw before the draw, the initial deposit is refunded; the registration fee is not. KHB’s refund is a notified service under Sakala, the state’s time-bound services law, and you can apply through the Sakala link on the KHB home page. For Rajapura, KHB asked applicants who wanted a refund before the draw to email khbrefundandobjections@gmail.com by 31 August 2026 with:

  • a refund request letter;
  • the filled refund form;
  • the allotment application;
  • the initial deposit challan;
  • a copy of your bank passbook.

Once you are allotted, the rules are stricter. If you ask to cancel, or fail to pay within the set time, KHB cancels the allotment and keeps 25% of the initial deposit. Houses are allotted “as is where is”, and you cannot swap for another unit afterwards.

Payment and sale deed

Rajapura sites were sold outright, meaning the full price is paid before the deed. Your allotment letter states the balance and the deadline, so work to that letter, not to a general rule. Pay it through “Online payment of installments” on the KHB site. Each allottee has a virtual account number; KHB’s instructions are:

  • Pay by RTGS or NEFT from your bank using the IFSC and the virtual account number. Do not try to verify the account, because it will show as invalid.
  • On SBI net banking, add the payee as Other bank, name KHB, type Current account.
  • Union Bank customers should pay by cheque at a branch through the CMS menu.
  • If a bank loan funds the payment, the bank must pay by RTGS, NEFT or net banking through the KHB website. KHB does not accept DDs or cheques from lenders.

Check your eligibility for a loan against your salary on our home loan eligibility page before you commit to the deposit.

After full payment, apply for the draft sale deed, another Sakala service. Then register the deed at the sub-registrar office and pay stamp duty and the registration fee. Our Karnataka stamp duty guide has the current rates. For example, KHB told allottees in the Ahobalapalya and Machonayakanahalli layouts at Nelamangala that e-khata for 1,269 sites was in the Board’s name. It asked those who had paid in full to register their deeds through the Assistant Revenue Officer at the Bengaluru Rural district project office.

Khata after allotment

Until the deed is registered, the site stands in KHB’s name. After registration, apply to the local body to move the khata into your name: e-Aasthi in urban areas or e-Swathu in panchayat areas. Our Karnataka e-Khata guide explains the steps. You need the khata in your name before you can sell, and usually before a lender will release a building loan.

If you are also looking at private layouts nearby, verify them on RERA Karnataka before paying any booking amount.
