A MHADA lottery allots flats by computerised draw among eligible applicants in the EWS, LIG, MIG and HIG income groups. MHADA boards and how lotteries are announced

Each MHADA board publishes an advertisement and a booklet for its lottery. These list the schemes, flat counts, prices, EMD and the calendar of dates. MHADA’s FAQ says start and end dates for registration appear only in that advertisement, and the draw date also appears under “Important Dates” in the app.

Recent board activity listed on mhada.gov.in, as of 16 September 2026:

  • Mumbai Board’s 2026 lottery, advertised on 30 March 2026, had its results published on 6 August 2026.
  • Pune Board posted lottery results on 1 September 2026.
  • Nashik Board posted results for its 20% scheme on 18 August 2026, and published a new sale advertisement on 8 September 2026.
  • Chhatrapati Sambhajinagar Board published a lottery advertisement dated 31 August 2026.

No new Mumbai Board flat lottery was listed on the site on that date. Some boards also sell leftover flats first-come first-served through bookmyhome.mhada.gov.in, as the Nashik advertisement shows.

Income groups and domicile rules

Income limits depend on where the scheme is. For areas within MMR, PMRDA, NMRDA and NIT, which are urban areas with a population above 10 lakh:

You can apply upwards but not downwards. An EWS applicant can apply in all four groups, an LIG applicant in LIG, MIG and HIG, an MIG applicant in MIG and HIG, and an HIG applicant only in HIG. Schemes such as the 20% inclusive housing flats, PMAY flats and first-come first-served sales can carry their own income rules, so read the booklet.

Your domicile certificate must be issued after 1 January 2018 and carry a barcode, which means one issued through the Aaple Sarkar portal. Older certificates without a barcode are rejected; apply for a new one at a CSC or Maha e-Seva Kendra.

One-time registration and documents

You register once and use the same login for lotteries of every board. Keep these ready:

  • Aadhaar and PAN for yourself and your spouse, if married;
  • domicile certificate issued after 1 January 2018;
  • income tax return for yourself and your spouse, or an income certificate from the Tehsildar;
  • caste certificate and validity certificate, if you apply in a reserved caste category;
  • a reservation certificate if applicable, such as a Swavlamban card for disability, or a certificate from the Zilla Sainik Welfare Office for ex-servicemen.

The mobile number must be the one linked to your Aadhaar, and it cannot be changed later. Your address is taken from Aadhaar.

Registration steps

  1. Open housing.mhada.gov.in or the MHADA app and click “Signup”.
  2. Enter your PAN, then your email and mobile number, and set a password.
  3. Verify your email with the OTP.
  4. Enter your Aadhaar number and verify it with the Aadhaar OTP and your DigiLocker TPIN.
  5. Upload Aadhaar, PAN, domicile certificate and income proof. To use your ITR, select “ITR” and log in with your e-Filing credentials so the system fetches the income.
  6. Select caste, marital status and any reservation category, and upload the certificates.
  7. View and sign the self-declaration.

System verification of documents usually takes one to two working days.

Applying, deposit and refunds

  1. Log in and click “Apply” in the menu.
  2. Select the MHADA board and the scheme you want.
  3. Check the application fee and EMD shown, and click “Confirm”.
  4. Pay by card, UPI, net banking or NEFT/RTGS. Payment can come from anyone’s account.

You can apply to several schemes. For the same scheme, you can apply again only under a different category, for example once as a reserved-category applicant and once in the general category.

Once paid, an application cannot be cancelled. If you are not selected, only the EMD comes back; the application fee is kept. Refunds go to the bank account you entered or to the account you paid from, after a ₹1 “penny test” to verify it.

Reserved categories

Reservation certificates for groups such as artists, journalists, freedom fighters, ex-servicemen and government employees are generated in the app using your PAN. You print one, get it signed and stamped by the competent authority, and upload it. Artists, freedom fighters and MPs, MLAs or MLCs without a certificate can register conditionally, but must get it verified before possession.

Draw, waitlist and post-draw verification

MHADA publishes a draft list and then a final list of applicants. If you paid but your name is missing, check your application number and payment status, then raise a complaint or appeal in the system.

Registered applicants get a live webcast link for the draw by SMS and email. Winners are told by SMS, email, a notification in the app and the winners’ list on the website.

After the draw:

  1. Download the Conditional Provisional Offer Letter (POL) from the app or your email.
  2. Attend document verification with the originals listed in the conditional POL. No hard copies need to be submitted.
  3. Receive the final POL once verification succeeds, and collect the original from the MHADA office.

If you win in more than one scheme or category, you must surrender all but one flat. Waitlisted applicants move up in priority order when a winner surrenders or is found ineligible, and are told by SMS, email and letter.

Payment schedule, loan and possession

The POL sets the payment plan. You pay the first 10% within 30 to 45 days into the virtual account number it gives. Late payment attracts interest, and non-payment gets your name removed from the winners’ list.

Surrender costs depend on timing. Before the final POL, the full EMD is refunded. After the POL, 10% of the EMD is deducted. You surrender through the app (“Surrender Tenement”), then print, sign and submit the letter to MHADA.
