Declared income is what counts, and this is where aggressive tax planning becomes expensive. A business owner who books every possible expense to minimise taxable profit has, from the lender's point of view, a small income. The saving on tax is real but so is the reduction in borrowing capacity, and for anyone planning a property purchase in the next two years the trade-off is worth doing deliberately rather than by default.
Housing finance companies generally have more appetite here than banks, and several run banking-turnover or GST-return programmes that assess cash flow rather than declared profit. You pay for that flexibility in rate. If your ITRs support the loan, a bank will be cheaper; if they do not, an HFC will lend but the premium is real and should be compared against simply waiting a year.

Can I get a home loan without ITR?
Some housing finance companies and NBFCs lend against banking turnover or GST returns instead of filed ITRs, under what are usually called low-documentation or assessed-income programmes. They exist, they are legitimate, and they are more expensive. Expect a higher rate, a lower loan-to-value ratio and a shorter tenure.
