SVAMITVA Property Card: How Villagers Get It and Use It for a Loan

SVAMITVA gives village house owners a drone-mapped property card. States issue it after survey and objections; banks have lent ₹1,713 crore against it.

SVAMITVA maps inhabited village land (abadi) by drone and gives each house owner a property card, a record of rights for the house plot. You do not apply for the card: the state revenue department surveys your village, settles objections and then distributes the cards. The card can back a bank loan, and 11,147 loans worth ₹1,713 crore had been disbursed against these cards by August 2026.

The progress and loan figures come from the minister’s Lok Sabha reply of 4 August 2026. In March 2026 the ministry had reported 3.10 crore cards prepared and 2.65 crore distributed, so about 14 lakh more cards were prepared between the two replies.

What SVAMITVA does

Many states never surveyed the lived-in part of their villages. Families there often have no legal record of the house they own. The Press Information Bureau (PIB) says this kept them from using the house to get institutional credit. SVAMITVA fills that gap with a record of rights for each property. Its other stated aims are easier bank loans against the property, fewer boundary disputes, better village planning and, according to the scheme framework, clearer property tax for gram panchayats.

From drone survey to property card

Checking your village’s status

The scheme website, svamitva.nic.in, has a dashboard that tracks each stage by state, district and village, from drone survey and chunna marking to cards prepared and distributed. Some states run their own portals. Uttar Pradesh, for example, has svamitva.up.gov.in, run by the Board of Revenue, where the card is called a gharauni.

Progress varies widely by state. As of the 4 August 2026 reply:

If your village shows as surveyed but no card has reached you, ask the gram panchayat secretary or the tehsil or revenue office. States handle ground verification and card distribution themselves.

Getting and downloading the card

Check the name, father’s name, plot area and boundaries on the card as soon as you get it. Correcting an error is easier before you pledge the card for a loan.

Using the card for a loan

A property card lets a bank see who owns the house and exactly where it is. The ministry, the Department of Financial Services and state revenue departments are working to get more banks to accept the cards, and states are using their State Level Bankers’ Committees for this. The Lok Sabha reply says some banks have started lending against the cards.

Acceptance is still uneven, so ask your bank branch first whether it lends against SVAMITVA cards in your state. Carry the card, your KYC documents and income proof. Several states also allow women to be named as co-owners on the card, according to PIB. The list includes Madhya Pradesh, Haryana, Karnataka, Mizoram, Chhattisgarh and Jammu and Kashmir.

Errors and objections

Raise any objection during the state’s inquiry stage, before cards are finalised. The enquiry officer handles corrections to owner names, boundaries and joint holdings. Unresolved cases go to the District Magistrate or Collector, or to the forum your state has set. Once a card is issued, a correction or transfer follows your state’s revenue rules, so ask the tehsil office. A lawyer can help if a family or neighbour dispute is involved.
