DDA now sells most of its flats on a first-come-first-served (FCFS) basis through its Awaas Portal, not by lottery. You register once for ₹2,500, pick a specific flat, pay the booking amount within 15 minutes, and then pay the full price within 60 days of the demand-cum-allotment letter. Premium flats, such as those in Dwarka, go through e-auction instead.

How DDA sells flats now: FCFS, e-auction and draw

Older DDA schemes, such as Housing Scheme 2019, allotted flats through a computerised draw. The recent schemes on the Awaas Portal work differently:

  • First come, first served. Used for most ready flats, including the Jan Sadharan Awaas Yojana 2025, Nagrik Awaas Yojana 2026 and Karmajeevi Awaas Yojana 2026. You see the exact block, floor and price before you book.
  • E-auction. Used for higher-value stock, such as the DDA Premium Housing Scheme 2025 and the Dwarka Community Service Personnel Housing Scheme 2025. The highest bidder (H1) gets the flat.

Each scheme has its own brochure, and DDA can add flats, extend dates or change terms by circular. Read the brochure and the latest circulars on dda.gov.in before paying anything.

Both schemes offer a flat 25% discount on the listed price. Check the portal for current stock, as booked flats drop off the list.

Karmajeevi Awaas Yojana 2026

DDA launched this scheme on 24 July 2026 with 1,224 ready flats in Narela, built by June 2025. On 8 September 2026 it added 544 more flats, with booking from 14 September 2026. Tentative prices after the discount, before maintenance charges, are:

A “Karmajeevi” is either of these:

  • A serving or retired regular employee of the Central or a State Government, a PSU, a public sector bank, a local body, or a government university, hospital or autonomous body.
  • A qualified professional, salaried or self-employed, such as a doctor, lawyer, chartered accountant, architect, engineer, scientist or teacher.

At booking, government staff upload an ID card or employer certificate plus a salary slip or Form 16. Professionals upload a degree certificate plus a registration certificate from a body such as NMC, BCI or ICAI, or their latest ITR, or an employer ID.

Eligibility and property-ownership rules

The brochures for the current schemes set these conditions:

  • You must be an Indian citizen aged 18 or over on the last date of application.
  • You need a PAN and a savings bank account in your own name.
  • Owning land or a house in Delhi does not bar you. The Karmajeevi brochure also lets you buy more than one flat.
  • For EWS flats under the Jan Sadharan scheme, family income (you and your spouse) must not exceed ₹10 lakh a year.

DDA does not check eligibility when you apply. If it later finds you ineligible or finds a false document, it cancels the allotment and forfeits everything you paid.

Registration, booking amount and refunds

  1. Go to eservices.dda.org.in and create a login with your PAN and contact details.
  2. Register for the scheme and pay the ₹2,500 fee online. If you registered for an earlier FCFS scheme, you do not pay again.
  3. Check flat sizes, prices and layout plans on the portal. Visit the site if you can; flats are sold “as is where is”.
  4. When booking opens, select a specific flat. It is held for you for 15 minutes.
  5. Pay the booking amount in one transaction by net banking, debit card or credit card within those 15 minutes.
  6. Download the demand-cum-allotment letter from the portal. DDA says it is generally issued within a week for Karmajeevi flats.

Raise your card or net banking limit before booking starts, since a failed payment releases the flat. Under the Nagrik Awaas Yojana 2026, booking amounts are ₹10 lakh for HIG, ₹4 lakh for MIG, ₹1 lakh for LIG and ₹50,000 for EWS flats.

The booking amount counts towards the price. It is not refundable: you lose it if you surrender the flat or miss the payment schedule.

Demand letter, payment schedule and possession

The Karmajeevi brochure sets this schedule after the demand-cum-allotment letter:

Beyond thatthe allotment is liable to cancellation. The Vice-Chairman can restore it for delays up to 90 more days, with 14% penal interest and restoration charges, if you have paid at least 25% of the price.

Pay through the online challan by NEFT, RTGS or net banking, from your own account or a specified relative’s. You can take a home loan without DDA’s prior approval, but DDA keeps the first charge until it is paid. The EMI calculator shows what a loan on these prices would cost.

Maintenance is extra. For Karmajeevi flats, the one-time corpus is ₹2,50,000 for a 3-BHK, ₹1,50,000 for a 2-BHK and ₹75,000 for a 1-BHK, plus 12 months of monthly charges in advance. Water connection costs ₹2,000.

After full payment, apply for the possession letter online within 90 days. Then collect the possession slip from the field engineering division within 60 days. Missing either deadline attracts watch and ward charges.

Conveyance deed and resale conditions

Allotment is freehold, but title passes only when the conveyance deed is registered with the Sub-Registrar in Delhi. You request the deed online after taking physical possession, book a date, and upload e-stamp paper for the stamp duty. You cannot sell or hand over the flat before the conveyance deed is executed. DDA will not recognise such a sale and can cancel the allotment. Persons with benchmark disability who take the hire-purchase option cannot part with possession for 15 years or until the full price is paid, whichever is earlier.

Can I sell a DDA flat right after allotment?

No. DDA does not recognise any sale made before the conveyance deed is executed and registered, and it can cancel the allotment.
