Under Rule 32 of the Central Motor Vehicles Rules, 1989, a learner’s licence costs ₹150 for each class of vehicle plus a ₹50 test fee. The driving test costs ₹300 for each class and the permanent licence ₹200. One two-wheeler class costs ₹700 in central fees, or ₹900 with a smart card. States add service charges on top.

Key facts: central driving licence fees

Service Fee (Rule 32, CMVR)
Learner’s licence, each class of vehicle ₹150
Learner’s licence test or retest ₹50
Driving test or retest, each class of vehicle ₹300
Issue of driving licence ₹200
Smart card licence (Form 7) ₹200 extra
Adding another class of vehicle ₹500
Renewal ₹200
Renewal after the grace period ₹300, plus ₹1,000 for each year or part of a year of delay
Change of address or other particulars ₹200
International Driving Permit ₹1,000
Appeal against a licensing order ₹500

What each fee component covers

A licence is issued in two stages, and you pay at each one.

ItemDetails
Learner’s licence (LL).₹150 for each class you apply for, plus ₹50 for the LL test on traffic signs and road rules. A failed test costs another ₹50.
Driving test.₹300 for each class of vehicle. A retest costs ₹300 again.
Licence issue.₹200 once the test is passed, plus ₹200 where the state issues a smart card.

The fee rules say the LL fee, LL test fee and driving test fee are paid together when you apply. States also add their own service and user charges, which is why state totals differ.

Fees for a two-wheeler

Motorcycles without gear and motorcycles with gear are separate classes. If you apply for only one:

Stage Central fee
Learner’s licence (1 class) ₹150
LL test ₹50
Driving test (1 class) ₹300
Licence issue ₹200
Total ₹700 (₹900 with a smart card)

Fees for a four-wheeler and multiple classes

A car licence covers the light motor vehicle (LMV) class. The central fees for LMV alone are the same as for one two-wheeler class: ₹700, or ₹900 with a smart card.

If you apply for a two-wheeler and a car together, the per-class items double. The LL fee becomes ₹300 and the driving test fee ₹600. The LL test fee of ₹50 and the ₹200 issue fee stay single. That brings the central fees to ₹1,150, or ₹1,350 with a smart card. We have read the LL test fee as one charge per test; some states apply it differently.

Adding a class to an existing licence later costs ₹500, and you need a learner’s licence and a driving test for the new class.

What states actually charge: Chandigarh example

Service Chandigarh fee
Learner’s licence ₹950 for one class; ₹450 for each extra class
Addition of a class ₹1,020
Renewal ₹420
Duplicate licence ₹620
Change of address ₹420
Renewal after the grace period ₹1,520, plus a ₹1,000 late fee (applies from 29 December 2016)

Other states differ. Check the fee shown on Sarathi before you pay.

Renewal and duplicate licence fees

Renewal costs ₹200 centrally. Since the Motor Vehicles (Amendment) Act, 2019, you can apply up to one year before the expiry date or within one year after it. If you apply more than one year after the licence has expired, the licensing authority must make you pass the driving test again. Late renewal costs ₹300, plus ₹1,000 for each year or part of a year of delay.

How long a non-transport licence lasts depends on your age when it is issued or renewed:

Age at issue or renewal Valid until
Below 30 Your 40th birthday
30 to below 50 10 years
50 to below 55 Your 60th birthday
55 and above 5 years

A transport vehicle licence is valid for five years. The central fee table has no line for a duplicate driving licence, so each state sets its own fee. Andhra Pradesh charges ₹100 under its state rules, and Chandigarh charges ₹620 in total.

Form 2, the application form for a learner’s licence or driving licence, lists these documents.

Proof of age and address (one document can cover both):

  • Aadhaar card, electoral roll entry, passport or life insurance policy
  • School certificate or birth certificate
  • Pay slip from a Central or State Government office or local body

  • Form 5, a driving certificate from a driving school, where required
