The Indiramma housing scheme (Indiramma Indlu) is Telangana’s programme that pays poor, houseless families ₹5 lakh as a full subsidy to build their own house. You need a Food Security Card, a house site of your own or one given by the government, and no pucca house. The money comes in four instalments as construction is checked, and you can track your application on indirammaindlu.telangana.gov.in.

Who the scheme covers

The scheme came out of the state’s “6 guarantees” programme under Abhayahastham. G.O.Ms.No.7 aims it at houseless poor families in both villages and towns. In the first phase, only households with a house site were to be considered.

Sanctions have lagged the target. The New Indian Express reported in March 2026 that 3,24,536 houses had been sanctioned against 4,50,000, with 2,62,449 under construction. The 2026-27 state budget set aside ₹5,500 crore for the scheme. In May 2026, the Housing Minister said second-phase sanctions would be issued by the end of that month, as reported by The Hindu. No second-phase order was listed on the scheme portal when we checked.

Eligibility and exclusions

G.O.Ms.No.7 sets these conditions:

  • The household is below the poverty line, decided on the basis of the Food Security Card.
  • You own a house site, or the government has given you one.
  • You live in that village or urban local body.
  • You live in a hut, a thatched house or a semi-permanent house (mud walls, asbestos sheets or a tiled roof), or you live in a rented house.
  • Single women and widowers are also considered.

A TGHCL circular of 9 December 2024 explains how surveyors apply these rules:

ItemDetails
No RCC house. The family must not own a pucca house with an RCC slab.
Tenants.A family renting an RCC house can still qualify if it owns no house.
Crowded homes.Where several married couples share one small RCC house, a separate family may qualify.
No site.A family without a site can be marked eligible but is not sanctioned in the first phase; the data is kept for later phases.

A January 2025 circular told officers to remove families above the poverty line (judged on the whole family’s income and land) and families with a member in a government or corporate white-collar job. Families that have migrated are also removed.

How beneficiaries are selected

#ItemDetails
1Application.Applications made during Praja Palana are the base. The state memo of 12 December 2024 puts them at 80.54 lakh. Households already identified under SECC are also verified.
2Survey.Officers visited each applicant with the Indiramma mobile app, launched on 5 December 2024. They photographed the house, geo-tagged the proposed site and recorded the land document. A registered deed, house tax receipt, sada bainama or electricity bill can be used as that document.
3Super check.MPDOs and municipal commissioners re-check at least 5% of eligible and 5% of ineligible cases.
4Lists.Eligible families with a site go on List I (L1), eligible families without a site on List II (L2), and ineligible families on List III (L3) with reasons.
5Gram sabha or ward sabha.L1 and L2 are read out for objections. The first round of sabhas ran from 21 to 24 January 2025. Every L1 entry is then re-verified in the field.
6Sanction.The District Collector, in consultation with the district in-charge minister, fixes the number of houses per village or ward. Houses are shared among gram panchayats by population. The Collector then issues sanctions to families approved by the sabha.

Indiramma Committees at gram panchayat and ward level (G.O.Ms.No.33, 11 October 2024) carry out a social audit alongside the survey. The state memo also asked for photos of every page of the title document, because it plans to dovetail rural houses with PMAY-G. Our PMAY-G waiting list explainer covers the central scheme’s selection rules.

Assistance and stage-wise release

Stage Payment
Basement level ₹1,00,000
Roof level (walls up) ₹1,00,000
Roof cast ₹2,00,000
House complete ₹1,00,000
Total ₹5,00,000

A village-level “maker” records each stage and a mandal-level engineer, the “checker”, verifies it. The Collector (or the GHMC Commissioner) approves the claim, and TGHCL pays straight into your Aadhaar-linked account under Direct Benefit Transfer.

Do not start building early. A TGHCL circular of 1 February 2025 says houses already under construction do not qualify. Start from ground level only after you receive the administrative sanction and your individual proceedings copy. The mark-out stage photo must also be captured on the Indiramma Indlu app. Each later stage is paid only when its photo is uploaded on the app.

Checking beneficiary status

  1. Open indirammaindlu.telangana.gov.in.
  2. Under Application Search, choose Mobile No, Aadhaar No, Application ID or FSC Card No.
  3. Enter the number and click Search to see where your application stands.
  4. If you are on List III and think you qualify, ask the MPDO (rural) or Municipal Commissioner (urban) to re-verify. Officers can move a genuine case to List I or II with written reasons, subject to the Collector’s approval.

Indiramma houses in Hyderabad’s CURE area

A separate flat scheme under the Indiramma name was launched for the Hyderabad Core Urban Region on 20 July 2026, through the Telangana Housing Board. According to The Hindu, applicants need 10 years’ residence in the area and household income up to ₹6 lakh a year, and must own no house, flat or plot within the Outer Ring Road or CURE area. Flats have 400 sq ft carpet area. The state gives ₹5 lakh and the buyer pays about ₹6 lakh, with a ₹10,000 deposit to apply.
