In Karnataka, the “Rajiv Gandhi housing scheme” usually means the schemes run by Rajiv Gandhi Housing Corporation Limited (RGHCL), which builds homes for poor families. Its main schemes are Basava Vasati (rural), Vajpayee Urban Housing, Dr B.R. Ambedkar Nivas (SC/ST) and Devaraj Urs (special groups). Gram sabhas or urban local bodies choose beneficiaries, who build on their own site and are paid in stages.

Key facts

Scheme Who it is for Income limit State assistance
Basava Vasati Yojane Houseless poor families in rural areas ₹1,20,000 a year ₹1,20,000
Dr B.R. Ambedkar Nivas Yojane SC and ST families, rural and urban Below ₹1,20,000 (rural); ₹2,00,000 (urban) ₹2,00,000 (2021-22 series)
Vajpayee Urban Housing Scheme Houseless EWS families in towns ₹2,00,000 a year ₹1,20,000

PMAY-G (with state top-up) Rural families on the PMAY-G list As per PMAY-G ₹1,20,000 general; ₹1,75,000 SC/ST

These figures come from RGHCL’s annual report for 2021-22, laid before the Karnataka Legislative Council in January 2023. Amounts and limits are revised by government order, so check the latest order on ashraya.karnataka.gov.in before you rely on them.

Schemes under the corporation

The Karnataka government set up RGHCL in 2000 to run central and state housing schemes for weaker sections. Its annual report lists these programmes:

ItemDetails
Basava Vasati Yojane, the state’s rural housing scheme (earlier Rural Ashraya).
Vajpayee Urban Housing Scheme, the urban scheme (earlier Urban Ashraya).
Dr B.R. Ambedkar Nivas Yojanefor SC and ST families.
Devaraj Urs Housing Scheme, earlier the Special Housing Scheme.
PMAY-Gramin and PMAY-Urban, for which RGHCL is the state nodal agency.
Chief Minister’s Rural and Urban Sites Schemes, which give sites to site-less families.
Chief Minister’s 1 Lakh Multi-Storey Bengaluru Housing Scheme, for flats in and around Bengaluru.

The name is sometimes confused with Rajiv Awas Yojana, a central slum scheme. The Centre discontinued that scheme and moved its liabilities into PMAY-Urban. For PMAY itself, see our PMAY and government housing schemes page.

Eligibility

The general conditions across the schemes are:

  • You must be houseless and from an economically or socially weaker family.
  • Your family income must be within the scheme limit shown above.
  • You must own a site to build on. The annual report calls this a pre-condition in all housing schemes, which is why the sites schemes exist.
  • For Ambedkar Nivas, you must belong to a Scheduled Caste or Scheduled Tribe.
  • For Devaraj Urs, you must fall in one of the 14 special categories, listed below.

The Devaraj Urs categories are: people living on footpaths or in public places, persons with disabilities, people cured of leprosy, people affected by HIV, transgender persons, sex workers, devadasis, widows, freed bonded labourers, scavengers, exploited persons, victims of communal riots and strikes, nomadic tribes, and special occupation groups.

Under Basava Vasati, 90% of the target has gone to the general category and 10% to minorities since the 2017-18 series. Separately, PMAY-G reserves 60% of funds for SC and ST families and 15% for minorities.

How beneficiaries are selected

There is no open online application for the rural and urban house schemes. The government first sets a target for each scheme, and then:

  1. For rural schemes, the gram panchayat collects applications and the gram sabha selects beneficiaries from eligible houseless families.
  2. For Vajpayee Urban Housing, the urban local body selects beneficiaries from its list of houseless and site-less families.
  3. For Devaraj Urs, a district committee chaired by the Deputy Commissioner identifies and approves beneficiaries.
  4. Selected beneficiaries are entered on RGHCL’s system; you get a beneficiary code, which you need for status checks.
  5. The beneficiary builds the house on their own site. Only if they cannot do so do agencies such as KRIDL or district Nirmithi Kendras take up construction.

The Bengaluru multi-storey flats work differently: applications, acknowledgements and temporary selection letters are handled online through links on the RGHCL home page.

Stage-wise payment

The assistance is paid in parts as the house reaches set stages. RGHCL’s beneficiary status page tracks four: foundation, lintel, roof and completion. The corporation says it releases funds online, straight to the beneficiary’s Aadhaar-linked bank account.

To claim each stage, upload a photo of the house through the Ashraya mobile app on Google Play. The RGHCL home page points beneficiaries to the app and its user manual.

Under PMAY-Urban, the state scheme is combined with central help. A general-category urban family gets ₹2.70 lakh (₹1.20 lakh under Vajpayee plus ₹1.50 lakh from PMAY-U). An SC/ST family gets ₹3.50 lakh (₹2.00 lakh under Ambedkar Nivas plus ₹1.50 lakh). If a gap remains, a home loan can cover it; the EMI calculator shows what a small loan would cost each month.

Status check

  1. Open ashraya.karnataka.gov.in and choose “Beneficiary Status” (English or Kannada).
  2. Select your district from the list.
  3. Enter your beneficiary code and submit.
  4. Check the construction stage recorded for your house.

The home page also has scheme-wise and year-wise beneficiary reports for rural and urban areas, a deleted-beneficiaries list and name-similarity lists. If you were dropped for a suspected duplicate name, those lists show whether you need to upload Aadhaar.

Grievances

Start with your gram panchayat, taluk panchayat or urban local body, since they handle selection and stage checks. The housing nodal officer at the zilla panchayat oversees the schemes in each district.

If that does not work, contact RGHCL’s head office at Cauvery Bhavan, 9th Floor, K.G. Road, Bengaluru 560009. Phone 080-22106888 or 080-23118888, email rgrhcl@nic.in. Quote your beneficiary code, scheme and series year.
