SVAMITVA maps inhabited village land (abadi) by drone and gives each house owner a property card, a record of rights for the house plot. You do not apply for the card: the state revenue department surveys your village, settles objections and then distributes the cards. The card can back a bank loan, and 11,147 loans worth ₹1,713 crore had been disbursed against these cards by August 2026.
Key facts
| Item | Detail |
|---|---|
| Full name | Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas |
| Run by | Ministry of Panchayati Raj (Central Sector Scheme); Survey of India flies the drones; states issue the cards |
| Launched | 24 April 2020, National Panchayati Raj Day; pilot in FY 2020-21, nationwide rollout from 24 April 2021 |
| Covers | Rural inhabited (abadi) areas, not farm land |
| Drone survey done | 3,30,854 of 3,38,722 notified villages |
| Cards prepared | 3.24 crore, for 1.97 lakh villages |
| Cards distributed | About 2.72 crore |
| Loans against cards | 11,147 loans, ₹1,713 crore |
| Scheme period | Extended till September 2026 |
The progress and loan figures come from the minister’s Lok Sabha reply of 4 August 2026. In March 2026 the ministry had reported 3.10 crore cards prepared and 2.65 crore distributed, so about 14 lakh more cards were prepared between the two replies.
What SVAMITVA does
Many states never surveyed the lived-in part of their villages. Families there often have no legal record of the house they own. The Press Information Bureau (PIB) says this kept them from using the house to get institutional credit. SVAMITVA fills that gap with a record of rights for each property. Its other stated aims are easier bank loans against the property, fewer boundary disputes, better village planning and, according to the scheme framework, clearer property tax for gram panchayats.
From drone survey to property card
| # | Item | Details |
|---|---|---|
| 1 | Notification | the state notifies the abadi area to be surveyed and issues notices to adjacent landholders. |
| 2 | Chunna marking | owners, the gram panchayat and revenue officials mark each property’s boundary on the ground, usually with lime powder. Be present for this step. |
| 3 | Drone flying | Survey of India photographs the village and prepares 1:500 scale maps, using its CORS reference network for accuracy. |
| 4 | Ground truthing | Survey of India and the revenue department check the draft maps on the ground. |
| 5 | Inquiry and objections | an enquiry officer verifies ownership with the gram sabha and owners’ documents and hears objections on names, boundaries or joint holdings. |
| 6 | Final decision | the District Magistrate or Collector, or a state-set mechanism, decides disputes that remain. |
| 7 | Card issue | the state prints and distributes property cards, which the framework calls a legal document of property ownership. |
Checking your village’s status
The scheme website, svamitva.nic.in, has a dashboard that tracks each stage by state, district and village, from drone survey and chunna marking to cards prepared and distributed. Some states run their own portals. Uttar Pradesh, for example, has svamitva.up.gov.in, run by the Board of Revenue, where the card is called a gharauni.
Progress varies widely by state. As of the 4 August 2026 reply:
| State | Cards prepared | Cards distributed |
|---|---|---|
| Uttar Pradesh | 1,20,31,301 | 1,04,48,949 |
| Madhya Pradesh | 68,19,402 | 54,18,319 |
| Maharashtra | 39,70,943 | 39,70,943 |
| Haryana | 25,15,646 | 25,15,646 |
| Gujarat | 18,62,759 | 12,71,464 |
| Rajasthan | 15,68,136 | 14,95,974 |
| Karnataka | 10,60,363 | 3,36,872 |
| Andhra Pradesh | 5,30,351 | 0 |
If your village shows as surveyed but no card has reached you, ask the gram panchayat secretary or the tehsil or revenue office. States handle ground verification and card distribution themselves.
Getting and downloading the card
| Item | Details |
|---|---|
| Physical card | issued by the state; PIB notes that distribution also happens at central and state-level events. |
| e-Property card | PIB says beneficiaries can view and download property cards through the DigiLocker app. The framework leaves DigiLocker linking to each state, so availability depends on where you live. |
| State portal | some states offer a search; the Andaman and Nicobar portal, for instance, finds a card by district, tehsil, village and holding number. |
Check the name, father’s name, plot area and boundaries on the card as soon as you get it. Correcting an error is easier before you pledge the card for a loan.
Using the card for a loan
A property card lets a bank see who owns the house and exactly where it is. The ministry, the Department of Financial Services and state revenue departments are working to get more banks to accept the cards, and states are using their State Level Bankers’ Committees for this. The Lok Sabha reply says some banks have started lending against the cards.
| State | Loans | Amount (₹ lakh) |
|---|---|---|
| Rajasthan | 8,808 | 1,51,967.83 |
| Madhya Pradesh | 2,202 | 17,777.37 |
| Gujarat | 43 | 373.00 |
| Maharashtra | 37 | 386.96 |
| Jammu and Kashmir | 29 | 397.21 |
| Mizoram | 19 | 304.50 |
| Ladakh | 9 | 161.18 |
Acceptance is still uneven, so ask your bank branch first whether it lends against SVAMITVA cards in your state. Carry the card, your KYC documents and income proof. Our loan against property guide covers how such loans work, and the EMI calculator shows what a loan will cost each month. If you plan to build or repair, see PMAY and government housing schemes too.
Several states also allow women to be named as co-owners on the card, according to PIB. The list includes Madhya Pradesh, Haryana, Karnataka, Mizoram, Chhattisgarh and Jammu and Kashmir.
Errors and objections
Raise any objection during the state’s inquiry stage, before cards are finalised. The enquiry officer handles corrections to owner names, boundaries and joint holdings. Unresolved cases go to the District Magistrate or Collector, or to the forum your state has set. Once a card is issued, a correction or transfer follows your state’s revenue rules, so ask the tehsil office. A lawyer can help if a family or neighbour dispute is involved.
Frequently asked questions
What is the SVAMITVA scheme?
It is a central scheme of the Ministry of Panchayati Raj that maps village abadi land by drone and gives house owners a property card as their record of rights.
How do I apply for a SVAMITVA property card?
There is no individual application. Your village is notified, surveyed and verified, and the state then issues cards to the owners it has confirmed.
How can I download my SVAMITVA card?
Check DigiLocker or your state’s SVAMITVA or land records portal. Linking is up to each state, so not every card is online yet.
Can I get a bank loan on a SVAMITVA property card?
Yes, where banks accept it. By August 2026, 11,147 loans worth ₹1,713 crore had been disbursed, most of them in Rajasthan.
What is a gharauni?
It is the name used in Uttar Pradesh for the SVAMITVA property card.
Does SVAMITVA cover agricultural land?
No. It covers the inhabited abadi area of villages; farm land stays in the regular revenue records.
Until when does the scheme run?
The government told Parliament in July 2026 that the scheme had been extended till September 2026. We found no announcement of a further extension when we checked on 16 September 2026.
