Prices exclude miscellaneous charges, which CIDCO lists separately. For its December 2025 EWS scheme, these ran from about ₹58,900 to ₹79,800 a flat depending on location.

How CIDCO housing schemes work

The City and Industrial Development Corporation of Maharashtra (CIDCO) is a state-owned company set up on 17 March 1970 and the planning authority for Navi Mumbai. Its mass housing schemes are sold online through cidcohomes.com, where each scheme has its own booklet, flat list and winners’ list. Earlier schemes ran in October 2024 and December 2025.

Flats are allotted under the Navi Mumbai Disposal of Lands (Amendment) Regulations, 2008. One family can get only one flat under the scheme, and all allotments are cancelled if a family is found to hold more than one.

EWS and LIG eligibility

For the August 2026 EWS scheme, the booklet sets these conditions:

  • combined annual family income up to ₹6,00,000;
  • age 18 or above on the date of application;
  • no pucca house anywhere in India in the name of the applicant, spouse or unmarried children;
  • residence in Maharashtra for 15 years or more, shown by a domicile certificate with a barcode (ex-servicemen are exempt);
  • no earlier PMAY-Urban benefit taken by any family member.

An earning adult can count as a separate household, whatever their marital status, if they own no pucca house. If an EWS family has no adult woman, an eligible man may apply.

The August 2026 scheme offered only EWS flats. In schemes with LIG flats, CIDCO’s process page says the applicant’s family must not own a house in Navi Mumbai, and the LIG booking amount is ₹1,50,000 for a one-BHK preference or ₹2,00,000 for a two-BHK preference.

Income proof

You need one of these for FY 2025-26: income tax returns of all family members, a Tehsildar’s income certificate, or an income certificate from your employer on letterhead with signature and stamp. If your spouse also earns, give proof for both incomes. A non-earning co-applicant signs a self-declaration.

Reserved categories

Statutory reservations cover SC, ST, NT and DT applicants, who need a caste validity certificate before signing the agreement, and persons with at least 40% disability. Other quotas include state government and CIDCO employees, journalists, religious minorities, project-affected persons, ex-servicemen and, in the Mumbai region, mathadi workers.

Registration steps and documents

  1. Open cidcohomes.com, enter your full name and mobile number, and log in with the OTP.
  2. Verify your Aadhaar with an OTP and enter your PAN.
  3. Select your category and add co-applicant details, if any.
  4. Upload self-attested scans (jpg, png or pdf, up to 2 MB each): Aadhaar, PAN, a photo no older than 90 days, income proof, barcoded domicile certificate and any category certificate.
  5. Sign the required affidavits and declarations, using OTP where the form allows.
  6. Pay the ₹200 + GST registration fee online. After payment you cannot change your details or category.

To claim the PMAY subsidy, you must also be registered on the Centre’s PMAY-MIS portal. CIDCO says it will not accept a PMAY-U 2.0 certificate for this scheme.

Draw vs preference selection

CIDCO combines both. You choose where you want to live, and a computer randomiser decides who gets what.

  1. After registering, you are told when to enter preferences. Each preference is a combination of location, tower and floor.
  2. The lottery runs in four rounds. Everyone takes part in the first three, with 1 to 5 preferences per round and at most 3 tower-floor choices for one location.
  3. Pay the ₹75,000 booking amount once your preferences are in.
  4. Check the draft list of eligible applicants. You have 7 days to object; objections are settled within 7 days after that.
  5. CIDCO publishes the final list before the draw. The draw starts with the disability category, then covers other categories.
  6. If your first preference is free when your turn comes, you get it and your other choices lapse. If none of your five is free, you move to the next round.
  7. If you miss out in all three rounds, the fourth “Allot Any” round uses your consent: any flat at your chosen locations, any flat in the scheme, or none.

After allotment: payments, loans, possession

  1. Winners appear on cidcohomes.com and get a Letter of Intent (LOI), which states the final price.
  2. After document verification, you get a confirmation letter and pay the ₹75,000 confirmation amount.
  3. CIDCO issues the allotment letter with a payment schedule and miscellaneous charges. Late instalments attract delayed payment charges.
  4. For EWS buyers, your details must be uploaded to the PMAY-MIS portal before the agreement.
  5. After all instalments are paid, you sign and register the agreement for sale, paying stamp duty and registration fees then.
  6. Take possession once the agreement is registered. CIDCO hands over keys only after a valid domicile certificate is on record.

The ₹2.5 lakh subsidy depends on your details being uploaded to the PMAY-MIS portal by 30 September 2026, unless the Centre extends PMAY-Urban. The first mortgage NOC for a home loan is free for PMAY EWS buyers; each later NOC costs ₹100 + GST. Once CIDCO asks you to, you must sign the agreement and take possession within 30 days. After that, watch-and-ward charges of ₹5 per sq m a month, plus maintenance, apply. The stamp duty calculator helps you estimate the registration cost.

What was the CIDCO lottery 2026 registration last date?
