Indira Awas Yojana: How Old IAY Records Moved to PMAY-G

Indira Awas Yojana (IAY) no longer takes new beneficiaries. The Centre restructured it into Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) with effect from 1 April 2016, so any new rural house is sanctioned under PMAY-G. Old IAY sanctions are still recorded on AwaasSoft, the PMAY-G system, and a family that already got an IAY house can be struck off the PMAY-G list.

What Indira Awas Yojana was

Rural housing support first came through wage employment programmes. The National Rural Employment Programme of 1980 and the RLEGP of 1983 allowed houses to be built for SC and ST families and freed bonded labourers. IAY began in June 1985 as a sub-scheme of RLEGP, with money set aside for these groups.

From April 1989, housing was funded through Jawahar Rozgar Yojana. In 1993-94, coverage was extended to non-SC/ST poor families. IAY became a separate programme on 1 January 1996, aimed at below-poverty-line households in villages.

A 2014 performance audit by the Comptroller and Auditor General found gaps. The Ministry of Rural Development lists them in the PMAY-G framework: no assessment of housing shortage, unclear beneficiary selection, poor house quality, weak technical supervision and weak monitoring. The audit also flagged ineligible beneficiaries, according to a 2017 PIB release.

The 2016 shift to PMAY-G

PMAY-G took over from 1 April 2016. The Prime Minister formally launched it on 20 November 2016 at Agra. The main changes were:

ItemDetails
Selection.IAY used BPL lists. PMAY-G picks households from SECC 2011 housing data and the Awaas+ survey lists, and the gram sabha verifies them.
Money.Unit assistance went up from ₹70,000 to ₹1.20 lakh in plains and from ₹75,000 to ₹1.30 lakh in hill and difficult areas.
Size. The minimum house size went up from 20 sq m to 25 sq m, including a cooking area.
Extras.Beneficiaries also get ₹12,000 for a toilet through convergence and 90 or 95 days of MGNREGS wages.

Finding an old IAY sanction

There is no fresh “Indira Awas Yojana list 2026” for Bihar or any other state. A list with a 2026 date is a PMAY-G list. Old IAY data sits in a separate report tab on the PMAY-G reports page.

If you have the registration number

  1. Open the PMAY-G site at pmayg.dord.gov.in and go to Stakeholders, then IAY/PMAYG Beneficiary.
  2. Enter the registration number or beneficiary ID. The field accepts 9 to 60 characters.
  3. Type the captcha and submit to see the sanction, instalments and house status.

If you do not have the number

  1. Open the AwaasSoft reports page and select the tab “IAY- Indira Awaas Yojana Report”.
  2. Choose “District Wise Incomplete House (Drillable upto Beneficiaries’s Level)” or “House progress against the target financial year”.
  3. Pick the financial year (2010-11 to 2015-16), the scheme type, such as IAY NEW CONSTRUCTION, and your state.
  4. Click through the district, block and panchayat figures until you reach names.
  5. Note the registration number shown against your name for later searches and complaints.

The same tab has reports on unit assistance and instalments, houses completed in each year, and fund transfer order (FTO) summaries. Sanctions before 2010-11 are not in these report filters, so for older houses ask the block office for the file. The FFI also lets block offices enter pre-2015-16 transactions for pending IAY houses on AwaasSoft.

Incomplete IAY houses

When PMAY-G began, about 36 lakh IAY houses were still incomplete, some pending for one to four years, according to PIB. The Ministry made finishing them an early priority.

Many are still open. On 17 September 2026, the AwaasSoft incomplete-house report for target year 2015-16 under IAY new construction showed:

Measure Houses
Sanctioned 20,56,747
Completed 18,85,161
Incomplete 1,71,546

If your IAY house is on this list, the pending instalment was sanctioned at IAY rates, not PMAY-G rates. Ask the block development office what stage is recorded and what inspection is needed before the next payment. Some states added their own top-up, which the unit assistance report shows state by state.

Why IAY beneficiaries are left out of PMAY-G

PMAY-G is meant for households that are houseless or living in kutcha houses. The framework tells the gram sabha to delete a household from the priority list if it has built a pucca house or has been allotted a house under any government scheme. An IAY house is a government scheme house, so the family can be removed on that ground.

The automatic filters work the same way. Households with a pucca roof or pucca walls, or more than two rooms, are filtered out first. A finished IAY house usually fails that test.

A family with an incomplete IAY house is still an IAY case. The route is to finish that house and claim the pending instalment rather than seek a new PMAY-G sanction. Our PMAY-G waiting list explainer covers the full exclusion rules for the 2024-29 phase.

Correcting wrong records

Records go wrong in a few common ways: a name deleted as “already assisted” when the IAY house belonged to another family, a wrong bank account, or an instalment shown as paid but never credited.

  1. Get the registration number and a printout of the record from AwaasSoft.
  2. Write to the block development officer, attaching the printout, your Aadhaar and bank passbook, and any old sanction letter.
  3. If your name was removed from a PMAY-G list, complain within 15 days of the list being displayed. The list must be displayed for at least 7 days first.
  4. If the block rejects the complaint, the district’s three-member appellate committee hears it. The District Magistrate or a nominee may head it.
  5. For payment or record issues, use the grievance officer at panchayat, block, district or state level, who has 15 days to dispose of it.
  6. If nothing happens, file on CPGRAMS (pgportal.gov.in). Complaints sent to the Ministry go to the state, which must report action within one month.

Frequently asked questions

Is Indira Awas Yojana still running?

No. It was restructured into PMAY-G with effect from 1 April 2016. New rural houses are sanctioned only under PMAY-G.

Where is the IAY PMAY Gramin list?

On the AwaasSoft reports page, the IAY tab covers target years 2010-11 to 2015-16. Lists from 2016-17 onward, including 2018-19 and 2019-20, are PMAY-G reports.

Is there an Indira Awas Yojana list 2026 for Bihar?

No. Any 2026 list for Bihar is a PMAY-G list. Old IAY sanctions for Bihar can be viewed in the IAY report tab by selecting the state.

How much money did IAY give?

The last IAY rates were ₹70,000 in plain areas and ₹75,000 in hill and difficult areas. PMAY-G raised these to ₹1.20 lakh and ₹1.30 lakh.

My family got an IAY house. Can we get a PMAY-G house?

Usually not. The gram sabha is told to delete households already allotted a house under a government scheme. If the IAY house went to another family by mistake, complain to the block with records.

My IAY house is incomplete. Can I still get the remaining instalment?

Incomplete IAY houses are still tracked on AwaasSoft. Ask the block development office what stage is recorded and what inspection is needed for release.

Can I search IAY status by name?

The beneficiary search needs a registration number. Without it, go through the IAY report down to your panchayat to find your name and number.
