The fee comes out before you get the money
HDFC Bank charges up to ₹6,500 plus GST to process a personal loan — ₹7,670 at the cap. It is taken out of the amount paid to you, not billed separately.
So on a ₹5 lakh loan you receive about ₹4,92,330, and you pay interest on the full ₹5 lakh for the whole term.
With a capped fee that barely matters. It matters much more elsewhere, because most lenders charge a percentage instead: up to 2% at ICICI Bank and Axis Bank, 3% at Tata Capital, 3.93% at Bajaj Finserv and 5% at Kotak Mahindra Bank. At 5% on ₹5 lakh the fee is ₹29,500 with GST. You would get ₹4,70,500 and still pay interest on ₹5 lakh.

That trade is worse here than on a home loan, simply because the rate is higher. Interest builds against you at 9.99% at best and up to 24.00% at worst, compared with 7.75% on a home loan. Stretching an unsecured loan to lower the EMI is one of the more expensive habits in Indian borrowing.
Pick the shortest tenure whose EMI you can manage comfortably, not the longest the bank will approve. The bank checks the EMI against your income, so a longer tenure makes a bigger loan possible. That serves the approval, not you.
