The best fuel credit card is the co-brand card of the pump you use most. On our card data as of 5 September 2026, the BPCL SBI Card Octane pays the most, 7.25% value back at BPCL pumps. The ICICI Bank HPCL Super Saver gives up to 5% at HPCL pumps.

Both rates stop at a monthly cap and work only at one oil company’s pumps. If your fuel bill is small, a flat cashback card with the standard 1% surcharge waiver will usually leave you better off. The waiver is only a refund of the 1% surcharge, not a reward.

What is the fuel surcharge waiver, and how much is it worth?

Pay for petrol by card and the pump adds a surcharge. It is 1% of the bill. Most cards refund it, within limits. SBI Card’s terms for the BPCL Octane give the 1% waiver at BPCL pumps on transactions up to ₹4,000, capped at ₹100 a month. It does not apply when you pay by UPI with the RuPay version of the card. ICICI Bank gives the HPCL card’s waiver on transactions between ₹400 and ₹4,000.

Now do the arithmetic. Fill ₹3,000 of petrol a week. That is about ₹1,56,000 a year. The 1% waiver is worth roughly ₹1,560 across the year. A card fee of ₹1,769 costs more than that.

So the waiver alone never justifies an annual fee. Nearly every card we track offers it, including free ones. The cashback cards in our set carry it too. If the waiver is all you want, take a lifetime-free card and stop there.

Two limits catch people out. Most cards cap the waiver per statement cycle. Many also apply it only between a floor and a ceiling per transaction. Split a ₹6,000 fill into two swipes and you may still lose it, because the monthly cap binds first.

Why the headline 7.25% is not what you will earn

That figure rests on three things going your way. Break any one and it falls.

The HPCL card’s 4% fuel cashback is capped at ₹200 a month, which is ₹5,000 of fuel. Above the cap you drop to the base rate, and issuers revise caps, so read the current terms.
The rate depends on what a point is worth.SBI Card’s terms value a point at ₹0.25, so 25 points per ₹100 is 6.25%. The 1% surcharge waiver makes up the rest of the 7.25%. Our blended estimate of the Octane’s real-world return across a normal spend mix is 2.5%. That is not a criticism of the card. It is the gap between one advertised category and a whole year of spending.

Is a co-brand fuel card better than a flat cashback card?

For most households, no. Here is the test.

Work out your monthly fuel spend. Multiply by twelve. Multiply that by 7%. Compare it to ₹1,769. If your fuel bill is under about ₹3,000 a month, the fee eats the reward and a co-brand card is the wrong answer.

Above roughly ₹8,000 a month at BPCL, the Octane starts to look strong. At that level, 7.25% works out to about ₹7,000 a year, against a ₹1,499 fee before GST. Past ₹10,000 a month the accelerated points stop, so extra fuel spend earns little.

Between those two points, the HPCL card usually wins. Its fee is ₹590 with GST. Its 4% fuel cashback tops out at ₹200 a month, so fuel alone returns at most ₹2,400 a year. It also gives 20 reward points per ₹100 on utilities, groceries and department stores, up to 400 points a month. That breadth helps pay the fee.

What does the fee really cost you?

Card fees are quoted before GST. GST on financial services is 18%. So ₹1,499 is really ₹1,769 leaving your account. A ₹500 fee is really ₹590.

Both cards waive the renewal fee at a spend threshold. The Octane needs ₹2,00,000 of annual spend. The HPCL card needs more than ₹1,50,000. Read those as targets on total card spend, not fuel spend alone.

One warning that is worth more than any reward rate. Revolve a balance and the interest wipes out every point you earned. Indian card interest runs far above any reward rate on the market. Who should not take a fuel credit card?

  • Anyone whose monthly fuel bill is under ₹3,000. The fee is larger than the reward.
  • Anyone who drives an electric vehicle. The accelerated category does not apply at charging points.
  • Anyone who cannot pay the statement in full every month.
  • Anyone whose nearest pump is a different brand from the card.

Which credit card gives the highest cashback on petrol in India?

On our data as of 5 September 2026, the BPCL SBI Card Octane leads with 7.25% value back at BPCL pumps, up to ₹10,000 of fuel a month. The ICICI Bank HPCL Super Saver gives 5% at HPCL pumps: 4% cashback, capped at ₹200 a month, plus the 1% waiver. ICICI Bank advertises an extra 1.5% when you pay through the HP Pay app. Both are brand-locked, so pick the card that matches your usual pump.

Do all credit cards waive the fuel surcharge?

Most do, including many free cards. The waiver is 1% of the fuel bill, capped monthly, and often limited to a transaction range. Two cards in our set do not carry it at all, so check before you assume.

Is the BPCL Octane worth the annual fee?

Only if you spend heavily on BPCL fuel. The fee is ₹1,769 with GST. At around ₹8,000 a month of BPCL fuel spend, our estimate of the return is roughly ₹7,000 a year, so it clears easily. At ₹2,000 a month it does not.

Which Indian Oil credit cards are available?

HDFC Bank, Axis Bank and RBL Bank each issue an IndianOil co-brand card. HDFC Bank’s card gives 5% of spends as fuel points at IndianOil outlets, up to 50 litres of free fuel a year. It costs ₹500 plus taxes, waived if you spend ₹50,000 in the first year. These cards are not yet in our dataset, so compare them on the issuers’ own terms.

Can I use a fuel credit card at any petrol pump?

You can pay anywhere. You will not earn the accelerated rate anywhere. Outside the partner brand you drop to the card’s base reward rate, which is ordinary on both fuel cards.

Does the surcharge waiver apply to CNG and diesel?

It usually depends on how the pump’s terminal codes the transaction, not on the fuel. If the merchant is registered under the petrol category, the waiver normally applies. Issuers state this in their terms, so confirm it there rather than at the pump.
