The best low annual fee credit card in India right now is the SBI Cashback Credit Card. It costs ₹999 plus 18% GST, so ₹1,179 a year. The fee is waived at ₹2,00,000 of annual spending. It is the only card in this band whose reward rate is high enough to pay for its own fee at ordinary spending levels. Every other card here is, in effect, a free card with a fee stapled to it.
That is the finding that matters, and it is not the one the fee number tells you. Card fees in India cluster at ₹499, ₹500, ₹999 and ₹1,000. The gap between them is a few hundred rupees a year. The gap in reward rate is worth several times more. So the fee is almost never the decision. The waiver threshold and the reward rate are.

The free cards are in the table on purpose. They are the benchmark. A fee card has to beat them, not just look cheap.
How much do I need to spend for a low fee card to pay for itself?
Run the arithmetic against a free card, not against zero. The Amazon Pay ICICI Bank card is lifetime free and returns about 2.0%. That is the bar.
Take the SBI Cashback card. At ₹1,00,000 of annual spending it returns roughly ₹4,200. Deduct the ₹1,179 fee and you keep about ₹3,021. The free card returns ₹2,000. So the SBI card is ahead by about ₹1,000. The crossover sits near ₹54,000 of annual spending, which is about ₹4,500 a month. Above that, paying the fee wins. Below it, take the free card.
Now do the same for the Axis Bank ACE. Its edge over the free card is 0.2 percentage points. To recover a ₹589 fee at 0.2% you need to spend about ₹2,95,000. But the fee is waived at ₹2,00,000. So there is no spending level at which you pay the ACE fee and come out ahead. Either you clear the waiver and the card is free and slightly better, or you pay ₹589 and lose. That is an uncomfortable thing to say about a popular card, and it is what the numbers show.
The HPCL Super Saver ICICI Bank card is starker. Its modelled effective rate is 2.0%, the same as the free card. You are paying ₹590 for an identical return plus a fuel surcharge waiver. Why is the SBI Cashback card the one that survives the maths?
Because its headline benefit is not category-restricted. It pays 5% on online spending with no merchant list. Almost every other Indian cashback card pays its top rate only at named partners. A merchant list is a rate that shrinks as your habits change. A flat rate does not.
It has real limits, and they matter. Cashback is capped at ₹5,000 per statement cycle. Offline spending earns only 1%. There is no lounge access at all. If most of your spending happens in shops rather than apps, the effective rate collapses towards 1% and the fee stops making sense. The card is excellent for one specific person: someone whose spending has moved online.
The HDFC Bank Millennia is the runner-up on the same logic, with a lower ceiling. Its waiver sits at ₹1,00,000, the lowest in this band, so most regular users will clear it. Once waived, its 2.4% beats the free cards by about ₹400 per ₹1,00,000 spent. That is a modest but real gain, and it is the only reason to take a fee card that does not otherwise stand out.
What do the fee rules actually let a bank do?
Fees are governed by the RBI Master Direction on Credit Card and Debit Card issuance and conduct. Three provisions are worth knowing before you accept any card.
- Your written consent is required before a card is issued, or digital consent with multifactor authentication. An unrequested card is not your problem.
- A card issuer must give 30 days’ notice before changing a fee, and the change applies prospectively only. A fee cannot be raised retrospectively.
- Unpaid charges, levies and taxes cannot be capitalised for compounding interest. If your statement compounds interest on the GST portion of a fee, that is a breach.
The closure rule is the useful one. A closure request must be honoured within seven working days once dues are cleared. If the issuer delays, it owes you ₹500 for each calendar day of delay. Our page on closing a credit card covers how to invoke that.
What else changes the answer for you?
Your credit score sets whether you get any of these at all. Issuers in this band typically look for scores in the 750 range and above. If yours is lower, fix that first — see what counts as a good credit score. A cheaper fee is worth far less than approval on a better card.
Foreign spending is the hidden fee. Most cards here carry a forex markup near 3.5% plus GST on the markup. On a ₹1,00,000 foreign trip that dwarfs any annual fee you saved. Finally, if you carry a balance, none of this applies. Revolving interest on Indian credit cards runs far above any reward rate on this page. A cashback card used on revolve is a loss-making product. Pay in full or do not use the card.

Is a lifetime free credit card better than a low annual fee card?

Does the annual fee include GST?
No. Banks advertise the fee before tax. GST at 18% is added on the statement. A ₹999 fee is ₹1,179 in your account, and a ₹499 fee is ₹589. Comparison sites almost never show this, which makes the cheap cards look cheaper than they are. Always compare the post-GST number.
Can I get the annual fee waived if I miss the spending threshold?
Sometimes. Call the issuer before the fee posts and ask for a waiver or a spend-based reversal. Many issuers will reverse it once as a retention measure, particularly if you have held the card for years. There is no rule requiring them to. If they refuse, you can close the card within the seven working day window instead.
