You apply for a PMEGP loan online at pmegp.msme.gov.in, the Ministry of MSME’s PMEGP portal. You fill one Aadhaar-verified form, pick an implementing agency and up to two banks, upload your project report, and final-submit. The agency scores and forwards the file, and the bank decides on the loan.
Status on 16 September 2026: the PMEGP portal shows the notice “Fresh application submission under PMEGP is presently unavailable. The facility will be enabled upon approval for continuation of the Scheme with the revised guidelines by the competent authority.” The scheme was approved up to 2025-26, and the 2026-27 Budget allocates ₹4,500 crore to it, but new online applications are paused until the continuation is approved. Check the notice on pmegp.msme.gov.in before you prepare an application.

Applications now go through pmegp.msme.gov.in. If you applied on the older KVIC e-portal, the new portal asks you to enter your old User ID and use Forgot Password to get a new password on your registered mobile.
The scheme’s current approval covered 2021-22 to 2025-26. The portal was still taking applications on 16 September 2026, but the application form itself says subsidy depends on funds allocated for the year. Our PMEGP eligibility and subsidy guide covers who qualifies and how much subsidy you get; this page covers the application.
Before you start: documents and project report
- Aadhaar number, and the mobile number linked to it
- PAN
- A project report showing capital expenditure, working capital and the number of jobs
- Caste certificate or special-category certificate, if you claim one
- Rural area certificate, for a unit in a village or panchayat area
- Education certificate, and any EDP or skill training certificate you already hold
- A photo, and details of the bank branches you want
Work out the numbers first. The form will not accept working capital above 40% of project cost for manufacturing or 60% for services. Land cannot be part of the project cost. The portal’s Download Sample Projects page has model project reports you can adapt, and its NIC Code List helps you pick the right activity code.
Step-by-step application on the PMEGP portal
- Open pmegp.msme.gov.in and click Login, then New Application.
- Choose Application For New Unit.
- Enter your Aadhaar number and click Validate Aadhaar, then enter PAN.
- Fill in your name as on Aadhaar, date of birth, gender, social category, special category and qualification.
- Enter your communication address and the unit address, down to village or municipality and whether the unit is rural or urban.
- Select the implementing agency. The portal then shows your sponsoring office.
- Under Project Information, choose the activity type and sub-scheme, then click Select Industry/Activity to add at least one NIC code.
- Say whether you have completed EDP training, online or offline.
- Enter capital expenditure, working capital and the number of employees.
- Pick a Primary Financing Bank by IFSC and, if you want, an Alternate Financing Bank.
- Answer whether you want CGTMSE cover, tick the declaration and click Submit.
- Note the User ID and password shown on screen; they are also sent by SMS.
- Log in through Registered Applicant Login. Use Edit Application to correct details, then open Score Card and fill it in.
- Upload every mandatory document under Upload Documents, each below 1 MB.
- Open Final Submission, check everything and click Final Submit. You get an Application ID, and the file goes to your chosen agency.
If you cannot apply online, the portal offers offline application forms in English, Hindi and several regional languages. You hand these in at the nearest office of your implementing agency.
Choosing the agency and the bank
The implementing agency can be KVIC’s state office, the State Khadi and Village Industries Board (KVIB) or the District Industries Centre (DIC). Coir units go through the Coir Board. If you are unsure, the portal’s Nodal Office List and MSME DFO List give local contacts.
The agency sends your file to the banks in the order you chose. Pick a branch near the unit that already lends to small businesses. Public sector banks, regional rural banks, co-operative banks, private scheduled banks and SIDBI can all finance PMEGP projects. A project funded jointly by two lenders gets no subsidy, so the loan must come from one bank.
Under the guidelines, banks do not insist on collateral for PMEGP loans up to ₹10 lakh. For larger loans, ticking CGTMSE on the form asks for a credit guarantee instead. The form says CGTMSE’s annual fee on loans above ₹10 lakh up to ₹50 lakh is 0.55% a year, with a 10% concession for eligible groups.
After you submit: agency scoring and bank sanction
| # | Item | Details |
|---|---|---|
| 1 | Agency scrutiny. | Within five working days, the agency’s nodal officer should call or meet you, confirm the application and help fix errors. |
| 2 | Scoring. | The agency forwards files that meet the minimum score and returns the rest with reasons. Complete files must reach the bank within three weeks. |
| 3 | Bank appraisal. | The bank checks the project’s viability and must sanction or reject within 30 days of receiving it. The sanction order is issued online. |
The revised guidelines of December 2023 describe no task force interview in this flow. The agency’s scrutiny and scorecard decide whether your file goes to the bank. Run the likely instalment through our EMI calculator before you sign.
Tracking your application status and EDP training
Log in and click Current Status to see the stage of your application. The system also sends SMS and email alerts at each stage.
EDP training is required before the bank releases the loan and before the subsidy can be claimed. It runs at least 5 days for projects up to ₹5 lakh and at least 10 days above that. Projects up to ₹2 lakh need none. You can start training after submitting, without waiting for sanction. KVIC also runs online EDP training at training.kvic.gov.in, and you record completed training under the EDP Training menu.
For delays, use the Grievances menu after login, or the Grievances page on the portal home. A complaint about a bank’s delay reaches the agency’s nodal officer within two working days.
After sanction: subsidy release and physical verification
- Deposit your own contribution, with your EDP certificate, photo and Aadhaar number, at the bank within 30 working days of the sanction letter.
- The bank releases the first instalment and files the margin money (subsidy) claim online.
- KVIC checks the claim, and the subsidy reaches your bank. The bank keeps it in a term deposit in your name for three years.
- Display the PMEGP signboard at the unit and upload its photo under Signboard Upload.
- Register the unit on the Udyam portal. Registration is compulsory before physical verification.
- A third-party agency visits and geo-tags the unit between the second and third year. After a positive report and the three-year lock-in, the subsidy is adjusted against your loan.
Our Udyam registration guide covers that free step.
