For a small Indian business, the route matters more than the lender. A Mudra loan, a CGTMSE-backed term loan and a loan against property are three different products. They differ on collateral, on ceiling and on how long they take. The rate gap between two banks is usually smaller than the gap between two routes. So pick the route first.
We do not publish a business loan rate table on this page. No lender publishes a comparable one. A business loan quote is built from your books, your Udyam category and your security, and the advertised number is a floor almost nobody gets. Below is what we can state with a source: the ceilings, the collateral rules and the guarantee cover.

Which business loan route should I use?
| Route | Ceiling | Collateral | Best for | Source |
|---|---|---|---|---|
| PMMY Shishu | Up to ₹50,000 | None | A first micro loan, no track record | mudra.org.in |
| PMMY Kishore | Above ₹50,000 to ₹5,00,000 | None | Stock and small equipment | mudra.org.in |
| PMMY Tarun | Above ₹5,00,000 to ₹10,00,000 | None | A growing micro unit | mudra.org.in |
| PMMY Tarun Plus | Above ₹10,00,000 to ₹20,00,000 | None | Repeat borrowers who repaid a Tarun loan | PIB, 24 Oct 2024 |
| CGTMSE-backed term loan or cash credit | Guarantee cover up to ₹5 crore | Guarantee replaces security | Amounts above the Mudra ceiling | cgtmse.in |
| CGTMSE hybrid security | Up to ₹10 crore covered | Part secured, part guaranteed | You have some property but not enough | cgtmse.in |
| Loan against property | Set by property value | Full mortgage | Long tenure, lowest rate, highest risk | Lender rate cards |
Figures as of 5 September 2026. Mudra slabs are from the scheme document at mudra.org.in. The Tarun Plus slab took effect on 24 October 2024, after the Budget raised the ceiling to ₹20 lakh. The CGTMSE guarantee ceiling of ₹5 crore is from the revamped scheme at cgtmse.in.
Do I need collateral for a small business loan?
Often, no. RBI tells banks not to take collateral on loans up to ₹10 lakh to a micro or small enterprise. That is a rule, not a favour. Ask for it in writing if a branch pushes back.
Above ₹10 lakh the guarantee scheme takes over. CGTMSE stands behind the loan so the bank does not need your house. Cover runs up to ₹5 crore. Under the hybrid security route, part of the facility is secured and the rest is guaranteed, up to ₹10 crore.
The trade is a guarantee fee. The bank pays it to CGTMSE and passes it to you. It is an annual charge on the covered amount. Ask for the fee in rupees before you sign. Many borrowers only see it on the first statement.
What decides the rate I am actually offered?
Three things move a business loan rate. The first is security. A mortgage-backed loan prices well below an unsecured one, every time. The second is your filed numbers. Banks read GST returns and bank statements, not projections. The third is tenure. A short working capital line costs more per year than a ten-year term loan.
The advertised rate is a floor. Treat it that way. Compare the all-in cost instead. That means the processing fee, the guarantee fee, the stamp duty on the loan documents and the annual renewal charge on a cash credit line. Every bank fee carries 18% GST on top. A 1% fee on ₹50,00,000 is ₹50,000, and ₹59,000 once GST is added.
Compare it against the cheaper routes before you sign. A loan against property is usually the lowest rate available to a small firm. It is also the only one that can cost you your home. Working capital lines and invoice discounting solve a different problem, which is timing, not shortage of capital.
What do I need before I apply?
Get the Udyam registration done first. It is free and it takes minutes. Without it you are not an MSME on paper, and the collateral-free rule and the guarantee scheme both hang off that status.
The MSME limits changed on 1 April 2025. Micro means investment up to ₹2.5 crore and turnover up to ₹10 crore. Small means ₹25 crore and ₹100 crore. Medium means ₹125 crore and ₹500 crore. The Ministry of MSME notified this in March 2025. Many firms moved up a category and did not notice.
Then get the paperwork straight. Two years of filed returns, GST filings that match them, and a bank statement without returned cheques. A single bounced instrument does more damage to your file than a weak margin.
When is a business loan the wrong answer?
When the problem is a customer who does not pay. Borrowing to bridge a receivable turns a collection problem into a debt problem. Invoice discounting is built for that and it is cheaper.
Also when the loan is really a personal loan. Some owners borrow on their own name because it is faster. The rate is higher and the debt sits on your credit report, not the firm’s. Look at the personal loan floors before you assume it is a shortcut.
And when you are being sold a bundled insurance policy at sanction. It is not compulsory. It is added to the loan and you pay interest on it for the full tenure.
Frequently asked questions
How much business loan can I get without collateral?
Up to ₹20 lakh under PMMY, if you qualify for the Tarun Plus slab. That slab is for borrowers who already took and repaid a Tarun loan. For a first loan the ceiling is ₹10 lakh under Tarun. Separately, RBI tells banks not to insist on collateral for loans up to ₹10 lakh to micro and small enterprises, whatever the scheme.
What is CGTMSE and does it cost me anything?
It is a trust that guarantees bank loans to micro and small enterprises, so the bank can lend without security. Cover runs up to ₹5 crore, and up to ₹10 crore under the hybrid security route. It is not free. The bank pays an annual guarantee fee and recovers it from you. Ask for that figure in rupees before you sign.
Is a Mudra loan interest-free?
No. Mudra is not a subsidy and it is not free money. It is a normal bank loan that fits inside a scheme ceiling and carries no collateral. You pay interest at the lender’s rate. Anyone offering you a Mudra loan for an upfront fee is running a scam.
Does my Udyam registration change my loan terms?
Yes, in two ways. It is what proves you are a micro or small enterprise, which is the trigger for the collateral-free rule and for CGTMSE cover. It also fixes your category, and the limits changed on 1 April 2025. Re-check where you sit before you apply.
